Eligibility & Application Process

Can I apply if I have a mortgage?
Yes, provided you own the home and are current on payments or on a payment plan.

How long does the application process take?
The review process typically takes 3-4 weeks after submitting a complete application.

What if my home needs more than $60,000 in repairs?
The program covers up to $60,000. Any additional costs must be covered by the homeowner.

Can I apply if I’ve received previous housing assistance?
Homes under an active affordability period due to prior assistance are not eligible.

Lien & Program Conditions

What is a "forced place lien," and why is it required?
A forced place lien is a temporary restriction placed on your property to ensure compliance with program guidelines. This prevents homeowners from selling or transferring ownership immediately after repairs are completed without fulfilling the affordability period.

How long does the lien stay on my home?
The lien remains for five (5) years. If you continue living in the home and comply with program requirements, the lien will be automatically removed at the end of the term.

Can I sell my home before the 5-year period is over?
If you sell, transfer ownership, or refinance before the lien period ends, you may be required to repay a portion of the grant funds. However, exceptions may be considered on a case-by-case basis.

Does the lien affect my ability to refinance?
Yes. You cannot take out a home equity loan or cash-out refinance while the lien is in place.

Enhancing Home Safety, Energy Efficiency, and Affordability

ARPA Rehabilitation Program

In partnership with Harris County Housing & Community Development, the ARPA Rehabilitation Program by Habitat for Humanity Northwest Harris County offers essential home repairs to eligible homeowners in Northwest Harris County. Funded through the American Rescue Plan Act (ARPA), this initiative aims to ensure homes are safe, energy-efficient, and affordable.

  • Maximum Assistance: Up to $60,000 per home
  • Minimum Assistance: $5,001 per home
  • Eligibility: Homeowners in Harris County

Program Details

Services Covered

The program addresses critical home repairs to enhance safety and livability:

  • Roof repair or replacement (shingles and decking)
  • HVAC system repairs or replacements
  • Water heater repair or replacement
  • Replacement of major appliances (refrigerator, stove, dishwasher, washer/dryer)
  • Accessibility modifications (ramps, lifts, widened doorways, safety features)
  • Security enhancements (door locks, window repairs, deadbolts)
  • Health and safety improvements (smoke detectors, CO detectors, lead/asbestos removal)
  • Environmental compliance measures

Exclusions

The program does not cover:

  • Home additions or expansions
  • Cosmetic upgrades
  • Luxury renovations (granite countertops, custom cabinetry)
  • Appliance upgrades beyond necessary replacements

Eligibility Requirements

To qualify for the ARPA Rehabilitation Program, applicants must meet the following criteria:

Homeowner Eligibility

  • Residency: Must reside in Harris County.
  • Ownership: Owned the home for at least 5 consecutive years (or provide an affidavit of heirship if inherited).
  • Income: Household income at or below 65% of the Area Median Income (AMI).

Property Eligibility

  • Type: Single-family detached homes only.
  • Ineligibility: Mobile homes, condos, and townhouses are excluded.
  • Program Status: Homes under active housing assistance programs are ineligible.
  • Liens: All liens must be resolved (except voluntary liens with lender consent).

Not everyone who applies will be eligible to participate in the program.
